This is one of the downsides of the current Yes-No-Abstain voting style. The weight of casting a “No” vote varies greatly from person to person. Some may vote “No” simply to indicate it’s not a “Yes,” while others may mean it as a strong rejection. However, from the perspective of those receiving the results—especially those familiar with the rules—all “No” votes tend to be interpreted the same way, often as a strong and intentional opposition. Even candidates who applied to the Council with good intentions may end up feeling harshly rejected by the community.
